Mississippi runs "net renewable generation" (NEM-2 / RENM-2) under MS PSC Docket 2011-AD-2 with INSTANTANEOUS netting — exports credit at avoided cost + 2.5¢ adder, NOT at retail. PSC January 2025 updated DG values: about $0.055/kWh for regular residential (modeled default), about $0.075/kWh for low-to-moderate income (LMI, ≤225% federal poverty, first 1,000 customers). Use the income-qualified toggle below to switch. Self-consumed solar offsets full retail (~$0.112/kWh — among LOWEST US). Credits roll indefinitely BUT cannot offset fixed charges / minimum bill. Cap: lesser of 110% annual peak demand OR 20 kW residential. Entergy Mississippi (default IOU, largest residential share); Mississippi Power (Gulf Coast — Biloxi); rural co-ops (northern MS — Abbeville ZIP) are NOT bound by PSC Docket 2011-AD-2 — most pay avoided cost only, verify your co-op in writing. LMI program (IOU-only, income-qualified): $3,000 solar rebate OR $2,000 battery rebate (mutually exclusive). Regular customers get the NEM-2 framework alone — no rebate. NO state income tax credit, NO SREC/RPS. Sales tax (7%) NOT confirmed exempt for residential (about $1,500-1,600 added cost). Property tax NOT confirmed exempt for residential. Federal §25D = $0 (OBBBA repeal). Cheap install pricing (~$2.56/W EnergySage April 2026, among lowest US). Typical solar-only payback 12-14 years on regular customers. Defaults: south-facing roof mount, 20° tilt, 14% losses.

Income-qualified LMI households get export $0.075/kWh (vs $0.055 regular) AND a $3,000 upfront solar rebate payable to the installer. IOU-only (Entergy MS / Mississippi Power); the LMI rebate does NOT apply on co-op territory. Mutually exclusive with the $2,000 LMI battery rebate — pick ONE at install.
