New systems are on buy-all/sell-all net billing: full retail (~$0.12/kWh) for consumption, AVOIDED COST (~$0.03/kWh) for exports. Self-consumed solar offsets retail by not drawing from the grid — there's no credit. Residential cap: 25 kW. Exception: Entergy New Orleans (regulated by NOLA City Council, not LPSC) retains FULL retail 1:1 net metering plus a new $28M battery program (City Council Dec 17, 2025 — NOLA only). Federal §25D = $0 (OBBBA repeal). State income tax credit: none (R.S. 47:6030 expired 2016). Property tax: exempt (LA R.S. 47:1706 — but Louisiana's low property rate, about 0.5%, makes the savings modest, only about $90/year). Sales tax: NOT exempt (about 9-9.5% combined applies, adding roughly $1,280-1,350 to a typical install). Battery: no statewide rebate (HELP Loan offers financing only; NOLA has its own $28M program). Defaults: south-facing roof mount, 20° tilt, 14% losses.
