Delaware mandates full retail 1:1 net metering across all utilities (DE Code Title 26 § 1014) — self and export both credit at about $0.165/kWh on Delmarva Power (modeled default), Delaware Electric Cooperative, and DEMEC municipal utilities. Rebate (default): Green Energy Program upfront cash $0.70/W capped at $6,000 on Delmarva (DEC and DEMEC have lower caps), SREC revenue = $0 (assigned to state). SREC: no upfront rebate, SREC stream about $30/SREC for years 1-10 then about $10/SREC for years 11-25 — tied to actual annual production. Cap: 110% of annual consumption, ≤25 kW residential. NO state sales tax (Delaware is one of 5 no-sales-tax US states). Property tax exempt automatically (DE exempts all personal property). No state income tax credit. Federal §25D = $0 for 2026 purchases (OBBBA repeal). Defaults: south-facing roof mount, 20° tilt, 14% losses.
